Spot Fines for Damaging National Grid Proposed

ABU DHABI — The federal bill on the protection of the national grid of the Federal Electricity and Water Authority (FEWA) has been referred to the competent government entities for 
issuance.

The Rapporteur of the Federal National Council’s public utilities committee, Hamad Hareth Al Madfa told Khaleej Times that the proposed law sets an on-the-spot fine of Dh5,000 on any person found breaching the law after reaching reconciliation with FEWA, otherwise the offender will be referred to the criminal court which could fine him Dh10,000 to 20,000.

“The offender will be obliged to pay for the cost of materials for repair of the damage he committed, wages of workers and value of the wasted amount of water and electricity,’’ he said, adding that any consumer who uses water and power services through illegitimate ways will be ordered to pay the costs of services plus a fine set in schedule of the executive regulations of the law. The regulations, he explained, will define the calculation mechanism of costs of these services.

“The law has been introduced to slap fines on damage of the FEWA network. The law imposes proper fines and compensations that should be paid by an individual or company. The internal regulations of FEWA are not strong enough in view of enforcement when disputes land at courts,’’ he explained.

According to him, the law prohibits any person not a FEWA technician to deal with the national grid or its relevant works. Any other person, in case of emergency, wanting to work on connection or disconnection of any kind should obtain a prior written permit from FEWA. Any person causing damage to the network should either inform FEWA or the nearest police centre.

Any person wishing to construct new buildings, get new connection or extensions or any adjustment in properties and buildings hooked with the national grid should first get a written permit from FEWA.

Al Madfa said his panel had supplied contractors with accredited maps of the network and contractors shall not be liable to the law if the reality on the ground contradicted the said maps. A FEWA representative should be present if the work needs to cross the network connections.
